Art. 29d Tasks of the Cantons
1 The cantons shall issue the required regulations for implementing the federal law and designate the relevant authorities and offices responsible for:a. the tasks and powers in relation to prevention, therapy, reintegration, harm reduction and survival support (Chapter 1a), in particular to receive reports on persons with existing or imminent disorders associated with addiction (Art. 3c);b. granting licences (Art. 3e, 14 and 14a para. 1bis);c. accepting reports on narcotics dispensed or prescribed for conditions other than those permitted (Art. 11 para. 1bis);d. controls (Art. 16–18);e. prosecution (Art. 28) and for revoking authorisation to deal in narcotics (Art. 12);f. the supervision of the authorities and agencies mentioned in letters a–e and of authorised licensed treatment and social assistance agencies.
2 The cantons have the power to charge fees for licences that they grant (Art. 3e, 14 and 14a para. 1bis) and for special rulings and controls.
3 The cantons shall notify the Federal Department of Home Affairs of their implementing regulations.
