Art. 154 Cost of Combating Harmful Organisms Liability of the cantons
1 The cantonal authorities are liable for the cost of measures delegated to them.
2 Any person who produces, imports or circulates plant material and wilfully or negligently breaches the duties set out in Article 151 may be held liable for the ensuing costs.
